It's educational AND parental neglect to leave your child in a place where they're too scared, confused, or harassed to learn. Removing them from that environment is the exact opposite of neglect. Our son is autistic and would hide in the toy box or pull the file cabinet over on his desk to make a coccoon. The teacher did nothing. It is neglect to leave your kids there..
